Fertilizer state registration
Most U.S. states require a company license and/or a product registration before a fertilizer can be distributed. Rules, fees, and label details differ by state. PLCompliance files and tracks that work for manufacturers and distributors.
What registration usually includes
- Company / guarantor account at the state fertilizer program
- Product registration for each label (brand + grade)
- Label review against that state’s format (guaranteed analysis, derived-from, net weight, metals statement where required)
- Renewals when the license or product year turns over
- Tonnage or inspection-fee reports after product moves
Agricultural-use-only products and specialty/retail products are often treated differently. Package size and claims can change the fee and the form.

Errors that delay or reject filings
- Guaranteed analysis that does not add up or uses the wrong nitrogen breakdown
- Missing “derived from” list or sources that do not match the guarantees
- No AAPFCO metals statement when the state expects it
- Spelling and grammar on the printed label (states do kick labels back)
- Calling a product a fertilizer when it is only a soil amendment (or the reverse)
- Pesticidal claims (“kills insects”) on a fertilizer label
- Wrong company legal name vs the label guarantor
- Filing before the label version that will actually ship is locked
Who writes the rules
State departments of agriculture run the programs. AAPFCO publishes model definitions and uniform policies that many states follow. Industry groups such as The Fertilizer Institute represent manufacturers. Official portals and more associations: registration resources.
How we work
You send the label (and lab data when the state wants metals). We review, file, and record status in the client portal — preparing, filed, in process, registered — including states that take months (California OIM is a common example). Registration status is staff-owned so a portal login cannot quietly change a filing.
