Official programs and industry groups manufacturers use when they register fertilizer, soil amendments, and 25(b) pesticides. Portals and fees change; always confirm on the agency site before you pay.

Model rules and control officials

• AAPFCO — Association of American Plant Food Control Officials (fertilizer definitions, metals policy, meetings)
• AAPCO — Association of American Pesticide Control Officials
• Your state’s department of agriculture fertilizer program and pesticide program (often two different offices)

Industry associations

• The Fertilizer Institute (TFI)
• RISE — specialty pesticide and fertilizer
• Mulch and soil / compost industry groups for bagged media brands

EPA 25(b) starting points

• EPA minimum-risk pesticides
• EPA 25(b) active ingredient list and inert ingredient list (conditions for the federal exemption)

California warning list

OEHHA Proposition 65 list and p65warnings.ca.gov — if a listed chemical appears on a label sold in California, plan the warning. Our label check flags name/CAS hits; that is not a legal determination.

Retail

Large retailers may require WERCSmart product data in addition to state registration. That is a commercial onboarding file, not a substitute for the state license.
